Pre-Qualification of Vendors/Bid Process
The San Joaquin County Office of Education (SJCOE) requires all bidders on public works projects being undertaken by the SJCOE to meet the following criteria:

1. All bidders must be an approved contractor. To become an approved contractor, interested vendors must complete and submit a Contractors Approval Application , which must then be authorized by the SJCOE. The current SJCOE Approved Contractors List is available for review.

2. For projects with a cost estimate exceeding $175,000, bidders must also be pre-qualified by the SJCOE. (More information and application links, below.)
Pre-qualification
SJCOE will conduct the Pre-qualification process and accept applications two times a year: (1) April 1 to April 10; and (2) November 1 to November 10. Contractors are required to submit a fully completed pre-qualification questionnaire along with all necessary documentation during these designated application windows. The SJCOE will review the documents submitted and rate each contractor for their pre-qualification status to bid on projects of differing sizes and scopes.
