Regional Stay Home Order Introduced

On Thursday, Dec. 3, Governor Gavin Newsom announced that the state is introducing a new Regional Stay Home Order in response to the recent rise in COVID-19 cases across California. The steps are being taken to help reduce community spread of the novel coronavirus that causes COVID-19, protect high-risk individuals, and prevent the state's health care delivery system from being overwhelmed. The order will go into effect in regions with less than 15% ICU capacity. As of Dec. 3, the region including San Joaquin County was at 19.7%.

While the Regional Stay Home Order institutes new restrictions on certain activities and industries, the new order does not include new requirements for schools. Schools that are already open for in-person learning are permitted to remain open. This includes

  • Schools that are currently operating under an elementary school waiver are able to continue to provide instruction to students on school sites.
  • Schools that reopened while their county was in a less restrictive tier are able to continue to provide instruction to students on school sites.
  • All schools that have not yet reopened for in-person instruction are able to continue to serve small cohorts of students (e.g., students with disabilities) following CDPH Guidance.

The requirement remains to follow guidelines from state and local public health officials that allow for safe conditions, testing, and tracing. These include COVID-19 and Reopening Framework for K-12 Schools in California and COVID-19 Industry Guidance for Schools and School-Based Programs released by the California Department of Public Health. Schools may be required to close if certain percentages of staff and students are diagnosed with COVID-19.

There are steps that everyone can take to help slow the spread of COVID-19: wear a face covering, wash your hands, keep a 6-feet distance from other people, follow guidelines for mixing households, and stay home if you are feeling sick. Taking these actions can save lives.
